| dc.description.abstract | Este artículo presenta el prototipo del diseño de la Red Abierta, Libre y Neutral para la ciudad de Cúcuta, que es una alternativa para el intercambio de informaciónsincostoantelasopcionesqueofrecenlasempresasde telecomunicaciones en la ciudad. Se define el procomún que permite la sana convivencia de los miembros, así como contenidos y servicios. El diseño físico y lógico aclara la viabilidad de implementación. El prototipo aterriza los requerimientos y clarifica la factibilidad que tiene el ciudadano del común para tener acceso a información y compartir la suya. | spa |

| dc.description.abstractenglish | This article presents the prototype of the design of the Open, Free and Neutral Network for the city of Cúcuta, which is an alternative for the exchange of information without cost to the options offered by telecommunications companies in the city. The commons that allow the healthy coexistence of the members, as well as content and services, are defined. The physical and logical design clarifies the feasibility of implementation.
