The Level Cost of Energy - LCOE has been widely used as a criterion for comparing options for the supply of electricity from different energy resources, generally in the comparison of a renewable energy source with the conventional way of obtaining the same electricity from a fossil source; and even, as a criterion for making investment decisions in the expansion of the coverage of the electricity service. Most of the LCOE calculation methodologies are based on financial profitability criteria, but with the aim of generalization, they exclude some financial parameters, incentives, taxes, fiscal policies and even some basic accounting concepts, which affect their precision and uncertainty, incurring the possibility of making erroneous decisions when evaluating the viability of a generation project, being necessary the use of other additional criteria. This work presents a more accurate methodology for the calculation of the LCOE based on mathematical expressions resulting from the financial cash flow, which is directed to generation projects from renewable energy sources, in their formulation or pre-investment stage. As results of this work, an LCOE calculation tool was developed, which is validated within the base scenario, which the same result is obtained as the conventional ways, however includes externalities, improving the precision of the LCOE, and it is able to reproduce the behavior of the cash flow of the evaluated project. Additionally, the group and individual impact of each incentive on the LCOE, and the variations presented were presented. This variation of the LCOE is directly reflected in the gross income of the project, which can directly affect the financial indicators that are key to the decision of the possible start-up of the project.eng
