dc.description.abstractDesde los albores de la humanidad, la información ha sido considerada un bien muy apreciable para la cultura y la tradición, y con ella se han podido transmitir y conectar experiencias de una generación a otra. Todo esto unido a la necesidad de vivir en comunidad, ha hecho necesaria la recolección y almacenamiento de nuestra información personal (identificación e individualización) para el control de todo tipo de relaciones. La información recolectada es almacenada en bases de datos, que pueden ser archivos, legajos, carpetas o ficheros. Sin embargo, el avance tecnológico y la revolución informática ha traído como consecuencia que la mayoría de bases o bancos de datos sean manejadas por medios electrónicos, gracias al acelerado desarrollo de lo que hoy se conoce como Tecnologías de la Información y de la Comunicación (TIC); permitiendo que la información recolectada y almacenada pueda complementarse, fusionarse y transmitirse fácilmente. En el sector financiero las entidades bancarias califican y reportan a sus clientes en las bases de datos de las centrales de riesgos, con las que previamente han suscrito un contrato de suministro de información. El manejo de esta información hace parte de la actividad informática, que hoy día ha cobrado gran importancia para el cubrimiento de los sistemas de información. Sin embargo, las personas que son registradas en estas bases o bancos de datos por todo tipo de información (crediticia, financiera, seguridad social, antecedentes penales, etc), ven vulnerados sus derechos a la intimidad, buen nombre o el derecho de autodeterminación informática, o habeas data, debido al uso inadecuado de los datos recolectados.spa
