dc.description.abstract | El fenómeno de las minas se extiende de poblado en poblado, un país va perdiendo el futuro, la productividad y la posibilidad de que, una vez acordada la paz, el suelo siga manteniendo viva la guerra en sus entrañas durante años”1 Alrededor de cien mil minas antipersonales están sembradas hoy en Colombia y las cifras de víctimas mortales o mutiladas a causa de ellas crece día tras día. Hombres, mujeres y niños que deben cambiar abruptamente la relación con su cuerpo, sus rutinas diarias, su sexualidad, sus sueños, su futuro. Víctimas inocentes de enemigos sin rostro, involucradas a la fuerza en el conflicto. Las minas antipersonales (MAP) son dispositivos que, a diferencia de otras armas, están diseñadas para ser accionadas con la presencia, proximidad o contacto con una persona. Gracias a su bajo costo, representan una alternativa para la defensa de infraestructura y de zonas vitales en un conflicto armado, lo que explica el amplio uso que le han dado los ejércitos regulares y los grupos subversivos. Esta situación tiende a cambiar, gracias a la entrada en vigencia de la Convención de Ottawa, firmada por unos 150 países en diciembre de 1997, que prohíbe la producción, almacenamiento, transporte y uso de este tipo de minas y compromete a los estados firmantes a limpiar los campos minados existentes en sus territorios. El estado colombiano aprobó la Convención de Ottawa mediante la Ley 554 de 2000, reglamentada el 20 de junio de 2002 por la ley 759 que entró en vigencia el 25 de julio siguiente. | spa |

dc.description.abstractenglish | The phenomenon of mines spreads from town to town, a country loses its future, productivity and the possibility that, once peace is agreed, the soil will continue to keep the war alive in its bowels for years ”1 Today around one hundred thousand antipersonnel mines are planted in Colombia and the number of fatalities or maimed as a result of them grows day after day. Men, women and children who must abruptly change their relationship with their body, their daily routines, their sexuality, their dreams, their future. Innocent victims of faceless enemies, forcibly involved in the conflict. Antipersonnel mines (MAP) are devices that, unlike other weapons, are designed to be activated by the presence, proximity or contact with a person. Thanks to their low cost, they represent an alternative for the defense of infrastructure and vital zones in an armed conflict, which explains the wide use that regular armies and subversive groups have given them. This situation tends to change, thanks to the entry into force of the Ottawa Convention, signed by some 150 countries in December 1997, which prohibits the production, storage, transport and use of this type of mines and commits the signatory states to clear existing minefields in their territories. The Colombian state approved the Ottawa Convention through the Law 554 of 2000, regulated on June 20, 2002 by Law 759, which entered into force on the following July 25. | eng |
