According to information from the Telecommunications Regulation Commission (CRT) published in the Internet World Stats, in Colombia, the number of Internet users has gone from 878,000 in 2000 to 3,585,688 in 2005 (a growth of more than 400%). Worldwide, during the same period, this growth was 182%. This trend implies a growing demand and demands an efficient use of bandwidth, given the increase in generated traffic (especially multimedia traffic). Currently, network applications and communication protocols do not make efficient use of bandwidth due to its dynamic behavior and the difficulty of measuring it over time. Such is the case of TCP (Transmission Control Protocol) which, in the presence of congestion, reduces the transmission rate and increases it again, in a linear manner, regardless of what type of link it is sending data to. This makes it inefficient when you have large capacity links that are underutilized by the protocol. Similarly, applications based on distributed networks such as P2P (Peer-to-Peer), can increase their performance when they have an approximate knowledge of the communication channel. Such is the case of BitTorrent that can be optimized if a suitable selection of pairs is made, based on those that have the best bandwidth available to share files. Each application, however, requires different parameters on measurements such as accuracy, speed of measurement and amount of traffic injected for the measurement. For example, a network administration tool may prefer greater accuracy than speed, contrary to what happens with TCP where in each Round Trip Time (RTT) an estimate of available bandwidth may be required very quickly to make decisions about the size of the variable that determines how much traffic is introduced to network. If we talk about the particular case of TCP, an improvement to this protocol would then be aimed at measuring the available bandwidth, in such a way that the transmission of data using TCP transmits at a speed according to the available capacityeng
