dc.description.abstract | El término transición sugiere que Irak debería estar en una senda conocida y predecible desde la dictadura a la democracia. Sin embargo, nadie conoce con exactitud qué mecanismos dominan la sociedad iraquí, o la dirección en la que está siendo guiada por las nuevas opciones políticas y económicas. Se ha dicho que la Administración norteamericana ganó la Guerra de Irak sin tener preparada la paz, y que no existía un plan articulado para hacer frente a las dificultades que, sin duda, habrían de presentarse. La realidad parece mostrar que la gestión de la posguerra se ha caracterizado por la falta de comunicación con la sociedad iraquí y por un alto grado de improvisación. | spa |

dc.description.abstractenglish | The term transition suggests that Iraq should be on a known and predictable trajectory from a dictatorship to a democracy. However, nobody really knows neither the mechanisms present in the Iraqi society, nor the direction in which it is being guided by the new political and economic options. Some analysts think that the American Administration won the war in Iraq without a clear strategy to face the difficulties that were to arise administering the peace. The daily reality shows that the post-war management has been dominated by the lack of communication with the Iraqis and by a high degree of improvisation. | eng |
