| spa |

dc.description.abstractenglish | The term transition suggests that Iraq should be on a known and predictable trajectory from a dictatorship to a democracy. However, nobody really
knows neither the mechanisms present in the Iraqi society, nor the direction in which it is being guided by the new political and economic options.
Some analysts think that the American Administration won the war in Iraq
without a clear strategy to face the difficulties that were to arise administering the peace. The daily reality shows that the post-war management
has been dominated by the lack of communication with the Iraqis and by a
high degree of improvisation. | eng |
